1. Public-private partnerships can be very beneficial when both partners are equally strong and both contribute equally. This partnership between the City and a private business interest does not seem to meet those tests since taxpayers will be asked to fully fund this project through a bond measure.
   

2. I support an independent study to thoroughly evaluate all options.
   

3. I will work to establish guidelines for the evaluation of similar proposals in the future.
   

4. All projects that would require a substantial degree of public funding should be discussed openly in a full public hearing before funds are budgeted or allocated for any study. This is exactly what we told the Los Angeles City Council they should have done on the Las Lomas project. We need to be consistent in our arguments.
